Taumata Arowai
Taumata Arowai is the new drinking water regulator for New Zealand. As an independent Crown entity, it is responsible for regulating and overseeing the safety and quality of drinking water in New Zealand. The new regulator aims to ensure that all New Zealanders can access safe and reliable drinking water.
Taumata Arowai is responsible for establishing new Standards, Rules, Aesthetic Values and Acceptable Solutions to ensure that drinking water suppliers fulfil their obligation to deliver safe drinking water to their customers.
Water Services Act 2021
The Water Services Act 2021 establishes a new regulatory framework for the provision of drinking water, wastewater, and stormwater services in New Zealand. Overall, the Water Services Act 2021 is a significant step towards improving the regulation and management of water services in Aotearoa and ensuring that all New Zealanders have access to safe and reliable water services.
This legislation identifies you as a water supplier and outlines the necessary measures to achieve legal compliance.
Drinking Water Standards NZ
The DWSNZ sets out maximum acceptable values for a range of parameters, including microbiological, chemical, and radiological contaminants that can impact the quality and safety of drinking water. Acceptable Solutions
Acceptable Solutions are a set of guidelines developed by Taumata Arowai to provide water suppliers with practical guidance on complying with NZ’s drinking water standards. They provide a framework for water suppliers to design, operate, and maintain their water supply systems in a way that ensures compliance with the standards.

But remember that even with an acceptable solution, if you fail a water test, you still need to have Water Safety Plan in place. This is not for submission to Taumata Arowai but for you and your staff, who are required to be trained in case of an emergency.
Drinking Water Safety Plan
A Drinking Water Safety Plan (DWSP) is a comprehensive risk management approach required from Taumata Arowai. Overall, the DWSP is a key tool for providing drinking water safety in New Zealand and helps ensure that water suppliers proactively manage risks associated with their drinking water supply to protect public health.

Register with Taumata Arowai
Registered Drinking Water Supplies
As of November 15, 2021, all drinking water suppliers, including water carriers, who were previously registered with the Ministry of Health (MoH), will have their recorded supplies of drinking water handed over to the Taumata Arowai register. This migration process will occur automatically without any further action from the registered suppliers.
Unregistered Drinking Water Supplies
If drinking water suppliers were operational before November 15, 2021, but were not registered with the Ministry of Health, they do not need to register now. However, unregistered drinking water supplies (excluding water carriers) must register by November 2025 and adhere to the Water Services Act’s(2021) obligations by November 2028.
Water Carriers
If your water carrier business was registered with the Ministry of Health before November 15, 2021, your record has been automatically transferred to Taumata Arowai, and you will remain registered. However, if your water carrier operation was functioning before November 15, 2021, but was not registered with the Ministry of Health, you must note with Taumata Arowai by November 15, 2022.
For those who plan to start a new water carrier operation after November 15, 2021, registration is mandatory before transporting drinking water.
