New Regulations – New Responsibilities

At Aqua Works, we support Drinking Water Suppliers to comply with their legal obligations!

Below we have compiled an overview with the essential information about the new legislation and regulations in New Zealand. In addition, our team of experts is there for you. Please get in touch with us at 0800 278 288; we will gladly help.

Taumata Arowai

Taumata Arowai is the new drinking water regulator for New Zealand. As an independent Crown entity, it is responsible for regulating and overseeing the safety and quality of drinking water in New Zealand. The new regulator aims to ensure that all New Zealanders can access safe and reliable drinking water.

Taumata Arowai is responsible for establishing new Standards, Rules, Aesthetic Values and Acceptable Solutions to ensure that drinking water suppliers fulfil their obligation to deliver safe drinking water to their customers.

Water Services Act 2021

The Water Services Act 2021 establishes a new regulatory framework for the provision of drinking water, wastewater, and stormwater services in New Zealand. Overall, the Water Services Act 2021 is a significant step towards improving the regulation and management of water services in Aotearoa and ensuring that all New Zealanders have access to safe and reliable water services.

This legislation identifies you as a water supplier and outlines the necessary measures to achieve legal compliance.

Drinking Water Standards NZ

The DWSNZ sets out maximum acceptable values for a range of parameters, including microbiological, chemical, and radiological contaminants that can impact the quality and safety of drinking water. The standards cover many potential contaminants, including bacteria, viruses, protozoa, algae, pesticides, metals, and radionuclides.

Thus, these are the compulsory standards with set levels the water on your property must meet.

Drinking Water Supplier

Under the new legislation, you are classified as a drinking water supplier if you own or operate a water supply that delivers drinking water to more than one household. Therefore, the new Water Services Act 2021 obliges all drinking water suppliers to safeguard the supplied drinking water meets legal compliance. This must be ensured regardless of the type of source water used and the number of people provided.

Not sure about your legal obligations as a Drinking Water Supplier? Call us on 0800 278 288, and we will help you comply!

Potable Water

Potable water is water that is safe and suitable for human consumption. It is water that is free from harmful contaminants, including bacteria, viruses, chemicals, and other pollutants. Thus, it is safe to drink, cook with, and use for personal hygiene.

Taumata Arowai sets strict regulations and guidelines to ensure that water is safe and potable. It includes water quality, treatment, and distribution standards and is designed to protect public health and prevent the spread of waterborne diseases.

Not sure how to get potable water for your commercial property? Call us on 0800 278 288, and we will discuss your options!

Acceptable Solutions

Acceptable Solutions are a set of guidelines developed by Taumata Arowai to provide water suppliers with practical guidance on complying with NZ’s drinking water standards. They provide a framework for water suppliers to design, operate, and maintain their water supply systems in a way that ensures compliance with the standards.

Aqua Works helps you design, install and maintain acceptable solutions for your individual water supply. But remember that even with an acceptable solution, if you fail a water test, you still need to have Water Safety Plan in place. This is not for submission to Taumata Arowai but for you and your staff, who are required to be trained in case of an emergency.

Drinking Water Safety Plan

A Drinking Water Safety Plan (DWSP) is a comprehensive risk management approach required from Taumata Arowai. Overall, the DWSP is a key tool for providing drinking water safety in New Zealand and helps ensure that water suppliers proactively manage risks associated with their drinking water supply to protect public health.

The team at Aqua Works helps you design and draw up your Drinking Water Safety Plan and Source Water Risk Management Plan. Call 0800 278 288 to get the paperwork sorted!

Commercial Water Testing

It is essential to monitor its quality regularly to ensure that your drinking water is safe and meets the Drinking-water Standards for New Zealand. It involves collecting water samples and analysing them to identify any potential risks associated with your water supply. As a registered drinking water supplier, it is mandatory to utilise the services of an accredited laboratory for analysing your source water, raw water, and drinking water as part of your monitoring requirements.

Get in touch with us on 0800 278 288 and we will undertake this task for you!

Who needs Commercial UV Filtration?

UV filter systems are used to sterilise untreated or contaminated water and thus make it suitable for a wide range of applications.

Thus, public facilities like rural schools, preschools or Kindergartens, the hospitality industry such as cafes and restaurants on tank water or bore/surface water, Bed and Breakfasts, AirBnBs, resorts/lodges, motels/hotels and campgrounds but also food preparation facilities, food outlets, winery/distillery and dairies install UV light disinfected water to meet their legal obligations.

Particularly in rural areas, petrol stations, supermarkets, rest homes and also local dentists clinics, doctors and surgical practices use UV filter systems to ensure their customers have access to clean water every day.

Why do I need UV water purification?

Water is our most important food, and it naturally contains bacteria. Much of it is harmless, but some microorganisms multiply rapidly under certain conditions and become a severe problem for your health. If you are on rainwater, groundwater, tank water or surface water, you will be likely exposed to an increased level of bacteria, germs and viruses.

The rain washes faeces of birds and occasionally possums, insects, snails, dust, pollen, moss, lichens, mould and debris from the roof of your house into the water tank. Thus, bacteria such as E.Coli and protozoa like Giardia thus enter your water system and pose a serious risk. From our long experience and water testing, we know that 70% of rainwater tanks are contaminated.

How does UV water disinfection work?

UVC or UV disinfection means killing or inactivating pathogenic microorganisms (bacteria like E.Coli). This chemical process uses UV radiation in the wavelength range of 254 nM. UV radiation works quickly and safely and is an effective, economical process that has been on the market for a long time. UV-C light is used for UV disinfection to treat domestic water for drinking water, well water, ponds and swimming pools.

UV light kills viruses, bacteria & germs

Ultra Violet (UV) disinfection sterilises water up to 99.99%. This way, UV disinfection is a reliable and harmless way of killing viruses, bacteria and germs of all kinds. And entirely without the addition of chlorine or other chemicals To enjoy healthy, fresh drinking water every day, a professional should service the entire water system at least once a year.

What does a commercial UV water filter eliminate?

Water is our most important food. Microorganisms such as algae, protozoa, bacteria and viruses, nitrates, heavy metals, copper, hormones, fluorides, pesticides and herbicides in your drinking water will damage your health even in small quantities.

Aqua Works’s offers you the perfect solution to provide your customers and employees with safe and healthy drinking water now and in the future. Our NSF certified UV filter systems kill 99.99% of all viruses and bacteria without the use of chemicals.

How do I comply with the new regulations?

If you are considered a drinking water supplier in NZ, you need to take the following steps to provide potable water and comply with the new regulations:

» Register your water supply with Taumata Arowai. Depending on your status, there are different deadlines for compliance with the Water Services Act 2021 and the Drinking Water Standards of NZ.

» Develop a Drinking Water Safety Plan: Drinking water suppliers are required to develop and implement a Drinking Water Safety Plan (DWSP) that identifies and manages risks to the safety of drinking water.

» Apply Acceptable Solutions, which Taumata Arowai has developed for particular water supply types and situations.

Not sure what you need to do? Call us on 0800 278 288 and talk to Steve about how to comply with the new regulations in NZ.

What are the deadlines for compliance?

Register with Taumata Arowai

Registered Drinking Water Supplies

As of November 15, 2021, all drinking water suppliers, including water carriers, who were previously registered with the Ministry of Health (MoH), will have their recorded supplies of drinking water handed over to the Taumata Arowai register. This migration process will occur automatically without any further action from the registered suppliers.

Unregistered Drinking Water Supplies

If drinking water suppliers were operational before November 15, 2021, but were not registered with the Ministry of Health, they do not need to register now. However, unregistered drinking water supplies (excluding water carriers) must register by November 2025 and adhere to the Water Services Act’s(2021) obligations by November 2028.

Water Carriers

If your water carrier business was registered with the Ministry of Health before November 15, 2021, your record has been automatically transferred to Taumata Arowai, and you will remain registered. However, if your water carrier operation was functioning before November 15, 2021, but was not registered with the Ministry of Health, you must note with Taumata Arowai by November 15, 2022.

For those who plan to start a new water carrier operation after November 15, 2021, registration is mandatory before transporting drinking water.

Why is it important to comply?

The primary objective of the drinking water regulatory reform in New Zealand is to ensure the safety of drinking water and effectively manage associated risks. Although the targets for water quality remain the same, the emphasis is on consistent adherence to drinking water standards. Taumata Arowai will strictly monitor the compliance with the current standards, rules and legislation.

Small water suppliers face distinct challenges and have different options available to them. Therefore, do not hesitate to give us a call on 0800 278 288 and we will support you to get compliance!
