The Water Services Act 2021 aims to improve drinking water safety in Aotearoa. As part of the new ‘compliance rules’, the Drinking Water Quality Assurance Rules are a comprehensive framework under Section 49 of the Act. These new rules offer clear instructions and guidance for drinking water suppliers to ensure compliance with the Water Services (Drinking Water Standards for New Zealand) Regulations 2022 and the Water Services Act 2021.
Originating from the old Drinking Water Standards for New Zealand 2005 (Revised 2018), the Assurance Rules differ significantly in some aspects.
What has changed? Understanding the New Drinking Water Quality Assurance Rules
- Introducing various complexity levels helps to meet each water supply’s distinctiveness.
- Rules differ depending on the supply size (very small ‹25; small 26-100; medium 101-500, large ›500 people).
- Implementing a modular format, assists drinking water suppliers in finding the Assurance Rules that apply to their individual water supplies.
- Placing a greater significance on water testing for early detection and, thereby, removing contamination risks.
- Consequently, new requirements exists for testing source water and monitoring the whole distribution system.
- Every water supply needs some kind of water treatment unless Taumata Arowai grants an exemption. In addition, large water supplies (›500) have chemical compliance rules.
Implications of the New Drinking Water Quality Assurance Rules
If the drinking water suppliers does not opt for Taumata Arowai‘s pre-designed Acceptable Solutions, they must take the following steps to comply with the legal conditions under the WSA and deliver potable water to the customers.
» Developing a Drinking Water Safety Plan to manage the risk & hazards of the water supply and keep the drinking water safe.
» Implementing a Source Water Risk Management Plan (if not a water carrier) to protect the water source from contamination.
» Introducing a Backflow Prevention program to the distribution system to prevent untreated water from entering the network.
