Taumata Arowai – Safe Drinking Water for Aotearoa
Taumata Arowai is the new Water Service Regulator in Aotearoa. As such, it took over this duty from the Ministry of Health in 2021. The new provision supervises, manages and enforces the new Water Services Act (2021). Therefore, this act empowers the authority to establish a new regulatory system for safe drinking water for all New Zealanders.
Ultimately, Taumata Arowai is expected to improve public health by implementing system-wide reforms in drinking water, source waters, stormwater and wastewater, the Three Waters.
Emerged from Te Mana O Te Wei
Taumata Arowai has its roots in the concept of Te Mana O Te Wei. Thus, the perspective of te ao Māori is at the forefront of Taumata Arowai’s work. The new Water Services Regulator is striving to enhance the conditions for wai (water) and tangata (people) in New Zealand. Thus, it will work collaboratively across Aotearoa to regulate the water services sector and protect mauri of the wai in Aotearoa. Consequently, it will strengthen the significance and interconnectedness of tangata and wai health.
Te Mana O Te Wei has the mission to restore and maintain the triad between the water (safe drinking water), the environment (land, rivers and coasts) and our communities.

As the newly appointed water services regulator, Taumata Arowai holds a range of responsibilities and authorities related to providing drinking water, wastewater, and stormwater services.
